jetzt ist alles klar.

Nachtrag, gerade in roadfly gefunden, wo ich die selbe Frage gestartet hatte:

had a no-start the thought the pump should run with key on. I replaced the pump only to find it still wouldn't go. Bench tested both the fuel and main relays, both good.

Finally went back to the pro who had let me cockroach the pump, asked him. Turns out the relay, fuse 23, and pump are only powered when the crank position sensor tells the ECU that the motor's spinning at least 200 rpm or so. Replaced crank sensor and all was well. Even got the sensor free from the parts car, yippee.

Now my AC is on the fritz and the wife WILL NOT drive a car without it. Everyone is ganging up on me.
