I got it diagnosed down to crash control module (thanks, Shogun) and I looked it, I couldn't find any visible faults, so I thought that electrolytic condensators had gone bad (as in dashboard) and removed them. Bigger one (black, 45uF) was ok, but the other of the smaller ones was only 16uF, while it should have been 22uF. I replaced both with new ones and I can't say if it works perfectly, but i can say that emergency flashing is a very random event now, significant improvement.
Some pictures of the inside of the crash control module attached. Note that these condensators are polarized, ground side must stay the same.
