Basically what it says is unless the actual car has a FMVSS (US) sticker (in general, Euro cars will not have this sticker. As a matter of fact, in general, cars will not have this sticker unless it was exported from US sometime before) you have to go through a Registered Importer (RI). RIs in my area will charge about 2000$ + parts, which for e32 is at most: instrument cluster, headlights, and bumpers. The shipping must be in a container. About 600$. There are also numerous bonds you have to place. It's all in the link. All in all, if you're looking at a 5K$ car, you will need about 18-20K$ in dispensable cash, and in the end it will cost you about 8-9K$.
